To get back to a potential buyer with a counter-offer, first log in to your Account:

On the App: Me → My Items → Negotiations

On the Website: My Account → Orders & Sales → Negotiation in Progress

From here, you can accept or decline the offer, or make a counter-offer.

You can also access the Negotiation Area directly from your item’s listing. 

When you make a counter offer, your potential buyer will have 1 hour to place their order, but are not obliged to do so.
